There were no plants that I found that were both summer and winter plants, I did find a plant that is both biennial and perennial. The black eyed susan can be both because it needs to be grown in warm temperature, with a soil temp above 70 degrees. This plant fits both areas because there are places in North America that can be warm year round. this would affect it because it allows the plant to thrive for many growing seasons.

Needs to be planted in late fall and winter, (September- February).
I picked Connecticut, it is a colder state than Oklahoma so the plant lasts longer into the year, until March or April depending on temp.
It is considered a weed so it normally wont be harvested but in Oklahoma you would harvest it in late February, in Connecticut you would harvest it in late March- April.
