1. Cut the length of the straw to the width of the washer, and cut slits in the top of the straw.
2. Fold the slits outwards (so it looks like a fan)
3. Put duct tape on the fan-like end of the straw.
4. Put washer through the straw and attach to the tape. 
5. Attach second washer to the first and tape.
6. Put feathers in the open side of the straw and tape.
