Gary Clark wrote Career Education for the Handicapped Child in the Elementary Classroom. (https://eric.ed.gov/?id=ED182489) Interest and appreciation of the importance of instilling in students a desire to work. Concerns had been raised about the poor graduation and employment outcomes for students with disabilities. CDE research led to the creation of the first WorkAbility pilot program in 1981. In 1990, the IDEA was amended to require that transition services be included in each student's IEP by the time they turned 16, and in 1997, to clarify that a FAPE includes some form of preparation for employment and independent living. Although an official form for ITP does not yet exist, there are guidelines as to what must be included in a defensible Transition Plan. These include: age appropriate assessment, measurable post secondary goals, necessary transition services as needed to meet those goals, and appropriate courses to help the student reach these post secondary goals. This plan must be addressed at the IEP meeting when the student is or will be 16 years old.
