He had previous large incident experience and came from an area that had a background in using their EOC so they were able to get their EOC up and running. 
They did really well adapting and pulling together a process out of nothing.

As they transitioned to the vaccination process, Henderson city was very helpful.

They are going to a whole revision of their pandemic plan. 
They will build a storage unit for the city which they will hold PPE in case this happens in the future.

They called every single household in Boulder City to find out what each person needed. They gathered volunteers to make calls to each household. 
They did not wait for other people. When they saw a need, they went into action.

When they transitioned them to the mass vaccinations, if they gave that duty to the fire department, it would have been done better. 
It should not be about feelings and egos during an emergency.
