It's a process that allows citizens to bypass the state legislator and propose statues and state constitution amendments via ballet in 24/50 states. These amendments can be in virtually any category or topic and fix or prevent an issue from happening. Another way it can change is if a whole new constitution is proposed, like it was in 1851.
