During the 19th century the french parliament was a huge factor for the development of liberalism. The enlightenment also caused liberalism to develop as it brought a variety of new ideas and opinions through out the population. As new beliefs developed and opinions on the church came about the population became less conservative. The church had a lot of control and power in government which is an idea that liberals disapproved of.

During the early 1800's in Britain, the whigs party slowly transformed and evolved into liberals. They fought in a long campaign, abolishing slavery and the trade. After that they were able to develop reforms that would mark the apex of British liberalism. In France, liberalism goals were pursued by modernizing their government and the abolishing of feudal privileges. Over the years they were able to establish constitutional liberties and bring the popular population into participation of the government. Liberalism effected all revolutions during the 19th century and the governments developed from them.

This right was thought to be bestowed on all people regardless of whichever governmental system they live under.
