         <description><![CDATA[<p><strong><em>mHealth changed how health workers worked with each other</em> </strong>: health workers appreciated being more connected to colleagues, and thought that this improved co‐ordination and quality of care. However, some described problems when senior colleagues did not respond or responded in anger. Some preferred face‐to‐face connection with colleagues. Some believed that mHealth improved their reporting, while others compared it to "big brother watching".</p><p><strong><em>mHealth changed how health workers delivered care</em> </strong>: health workers appreciated how mHealth let them take on new tasks, work flexibly, and reach clients in difficult‐to‐reach areas. They appreciated mHealth when it improved feedback, speed and workflow, but not when it was slow or time consuming. Some health workers found decision support software useful; others thought it threatened their clinical skills. Most health workers saw mHealth as better than paper, but some preferred paper. Some health workers saw mHealth as creating more work.</p><p><strong><em>mHealth led to new forms of engagement and relationships with clients and communities</em> </strong>: health workers felt that communicating with clients by mobile phone improved care and their relationships with clients, but felt that some clients needed face‐to‐face contact. Health workers were aware of the importance of protecting confidential client information when using mobile devices. Some health workers did not mind being contacted by clients outside working hours, while others wanted boundaries. Health workers described how some community members trusted health workers that used mHealth while others were sceptical. Health workers pointed to problems when clients needed to own their own phones.</p>]]></description>

Sound, with good job, good level of life,&nbsp;favorable living environment – the list can be continued endlessly and according to personal priorities be completed with necessary additional aspects.</p><p>But essential part of that society is the state itself. State takes care of the citizens. State provides opportunities for the best way of fulfillment of each citizen. State that guarantees integrity and compliance with law. State oriented to needs and demands of citizens. State with easy, apprehensible and available interaction – <strong>a state for people</strong>.</p><p>Development of information communicational technologies in Kazakhstan may guarantee the implementation of as minimum two last statements. The concept of “electronic government” has been developed for comfort, clear without obstacles communication between the state and the people.</p><p>“Electronic government” was created for more effective, transparent and accessible work of government agencies.&nbsp;</p><p>The basis for the creation of the e-Government portal is the Decree of the President of the Republic of Kazakhstan dated November 10, 2004 No. 1471 "On the State program for the formation of e-government in the Republic of Kazakhstan for 2005-2007".</p><p><a rel="noopener noreferrer" href="https://www.nitec.kz/index.php/en">National Information Technologies JSC</a> takes direct part in management and supportin of e-Government. The e-Government portal has been functioning since 2006.</p>]]></description>

         <description><![CDATA[<p><strong>Первый этап </strong>&nbsp;– информационный (2005 – 2006 г.). Именно в этот период был запущен портал электронного правительства, на котором были размещены материалы о государственных услугах информационно-справочного характера. На этом этапе каждый казахстанец мог получить на портале всю необходимую информацию – список документов, размер госпошлины, контактные данные государственных органов. За счет предоставления полного объема необходимой информации, сократились «походы» граждан по различным инстанциям. За кадром началась работа по созданию технической инфраструктуры электронного правительства.</p><p><strong>Второй этап</strong> – интерактивный (2007-2008 г.). На этом этапе портал начал оказывать государственные услуги в электронном формате. Пользователям портала открылась возможность получать справки из разных учреждений, отправить запрос в любой госорган и отслеживать его статус, не выходя из дома. Внедрение интерактивных услуг на портале электронного правительства позволило в разы экономить время на сборе пакета документов. Именно на этом этапе были внедрены ведомственные информационные системы, государственные базы данных, электронное лицензирование и шлюз электронного правительства.</p><p>В рамках второго этапа были развиты сервис - ориентированные модели «электронного правительства», направленные на автоматизацию наиболее востребованных государственных услуг, расширены виды доступа к ресурсам и сервисам «электронного правительства», развита технологическая инфраструктура «электронного правительства» и внедрены интегрированные информационные системы.</p><p><strong>Третий этап </strong>– транзакционный (2007-2008 г.). На этом этапе граждане получили возможность оплачивать на портале электронного правительства государственные пошлины и сборы, штрафы, коммунальные услуги. В этот же период были внедрены электронные государственные закупки, за счет чего повысилась прозрачность и открытость проводимых конкурсов и тендеров.</p><p><strong>Четвертый этап</strong> – трансформационный (2010 и далее). На данном этапе развития электронное правительство находится сегодня. Главной целью этапа является максимальная оперативность в оказании услуг гражданам. Для достижения этой цели интерактивные и транзакционные сервисы объединяются в комплексные услуги. У пользователей появилась возможность зарегистрировать юридическое лицо за 15 минут или рождение ребенка, при этом одновременно решив все сопутствующие вопросы - подать заявление на назначение пособий и поставить ребенка на очередь в детский сад. Особое внимание на портале электронного правительства уделяется социально-значимым услугам, именно поэтому все они переведены в электронный формат.</p>]]></description>

         <title>Teleconference in medical education</title>

         <description><![CDATA[<p>Education and healthcare are basic needs for human development. Technological innovation has broadened the access to higher quality healthcare and education without regard to time, distance or geopolitical boundaries. Distance learning has gained popularity as a means of learning in recent years due to widely distributed learners, busy schedules and rising travel costs. Teleconferencing is also a very useful tool as a distance learning method.Teleconferencing is a real-time and live interactive programme in which one set of participants are at one or more locations and the other set of participants are at another. The teleconference allows for interaction, including audio and/or video, and possibly other modalities, between at least two sites. Various methods are available for setting up a teleconferencing unit. A detailed review of the trend in the use of teleconferencing in medical education was conducted using Medline and a literature search.Teleconferencing was found to be a very useful tool in continuing medical education (CME), postgraduate medical education, undergraduate medical education, telementoring and many other situations. The use of teleconferencing in medical education has many advantages including savings in terms of travel costs and time. It gives access to the best educational resources and experience without any limitations of boundaries of distance and time. It encourages two-way interactions and facilitates learning in adults. Despite having some pitfalls in its implementation it is now being seen as an important tool in facilitating learning in medicine and many medical schools and institutions are adapting this novel tool.</p>]]></description>
