Revolutions started in 1848 when people wanted unification. Liberals met at the Frankfurt Assembly to encourage a German constitution. There were disagreements within the Assembly about how Germany should be united. Catholics in the South supported a bigger Germany under the control of Austria. But, Protestants in the North supported a smaller Germany under the control of Prussia. The vote for Prussia won. In 1861 King Wilhelm, the King of Prussia, made Bismarck his chancellor. Bismarck started a war with Austria in 1866 which caused the German states to divide. With the help of Italy the Prussians won. This united the North German confederation. Bismarck provoked France into declaring war first in 1871. This gave him the support of the other German states. The Germans won.

The first revolutionary war failed. Emanuel II would lead the unification movement. He needed an ally so in the 1850s he recruited his prime minister Cavour. They sent troops to Crimea to fight the Russians alongside the French and British hoping that they would gain an ally. Napoleon came to help them and the Franco piedmont alliance against Austria was set. Emanuel attacked Austria in April of 1858 in exchange for France's support. This started the Italian Independence. All the Italian states wo and united against Austria. Emanuel and Cavour were anger with the French for making peace with Austria. In 1860, Garibaldi invaded Sicily. He won and fought his way throughout North. When he reached Naples Emanuel prevented him from going any further. Since there were French troops still in the city. He handed over his plans for the Southern states. The Kingdom of Italy was proclaimed in 1861.
