Para 1789 esta organización había quedado obsoleta y el aparato administrativo y judicial no funcionaban correctamente. Para muchos se hacía necesaria una profunda reforma a la que, sin embargo, estaban poco dispuestos los privilegiados. La crisis del Estado se traducía en un crónico déficit que hacía que anualmente los gastos de la Hacienda Pública superasen en un 20% a los ingresos. Las medidas que se acometieron para paliar el problema no hicieron sino complicar la situación pues se centraron no en una profunda reforma fiscal, sino en el creciente recurso a empréstitos y al incremento de la presión fiscal (es decir, más impuestos). Sus demandas se centraron en una ampliación de los derechos y libertades conquistados durante la Convención Nacional francesa de 1793: sufragio universal masculino, democracia, asistencia social a los desfavorecidos, derecho al trabajo, libre sindicación, etc.
