         <description><![CDATA[<div>Glen Parva is seen and known as an ‘unsafe’ prison after so many deaths within the prison due to bullying, harassment, inmates kept hostage etc. the inspection report states that the prison was told on the papers as ‘safe’ but after the unannounced inspection it is seen and understood as an unsafe prison this is due to the lack of care shown by staff towards the prisoners. Some staff members would take advantage of their position by using force on prisoners on occasions where it was not seen as necessary. Other than this, serious drugs such as ‘Spice’ and ‘Black Mamba’ were sold inside the prison, according to some prisoners it was a lot easier to get hold of these A class drugs in prison than it would be outside the prison. This suggests that Glen Parva do not take their prisoners ‘safety’ as a major issue or as their main priority. Staff members were told to put certain procedures and regulations into place to take control of these issues and handle them in a professional manner.

         <description><![CDATA[<div>Prisoners who worked full time in Glen Parva, were out of their cells&nbsp;for around 10 hours each day, whereas those who were unemployed it was 2.5 hours each day. Unemployed prisoners were locked up for majority of the day with no work to keep them occupied. (Prisons, 2014)

         <description><![CDATA[<div>Under the Equality Act 2010, Glen Parva has put in place an equality and diversity policy and procedure which ensures that everyone within the institution is treated equally and diversity is being promoted. Although this policy and procedure has been put into place, it’s not being implemented within the organisation. The number of discriminatory incident report forms that were submitted in Glen Parva weren’t thoroughly investigated and quality assurance was considered as inadequate in the report. However, there was good faith provision and the chaplaincy was integrated well into prison life. (Prisons, 2014)

         <description><![CDATA[<div>Glen Parva a Young Offenders Institution based in Leicestershire had an unannounced inspection by the HM Chief Inspector of Prisons in March-April 2014. The report informs us in regards to many serious concerns which are taking place at the Young Offender’s Institution. Unacceptable circumstances have been brought forward and many improvements are yet to be made. Glen Parva is seen and named as an unsafe prison for Young Offenders. The report also states that some incidents which were taken place inside the prison were not recorded when they should have been. A lack of care for the prisoners from the staff members was notified. Other than this prisoners stated it was easier to get hold of drugs while they were inside the prison than it would be outside. Inspectors also heard inmates charging rent for cells and if this rent was not paid on time they would use threat of violence against other inmates. At the time of the inspection, Glen Parva held 659 remanded, unsentenced and sentenced young adults aged 18 to 21. </div>]]></description>

         <description><![CDATA[<div>Overall, for the inspection against the safety issues in Glen Parva, the outcomes for prisoners were poor as prisoners felt unsafe. The outcomes for prisoners receiving and being treated with respect were not sufficiently good in Glen Parva as prisoners were being discriminated due to their race, culture, religion and belief although the prison itself did provide different cultures and religions with their individual needs such as the Muslims could pray and also had 'Jummah Prayer' every Fridays. The outcomes for prisoners who were involved in purposeful activity in the prison were concluded as being poor, as prisoner’s involvement in such activities was low. The outcomes for prisoners under resettlement were reasonably good, due to prisoners being offered advice on their accommodation, education and employment needs on their release, the advice was taken in to consideration by prisoners of which some prisoners found themselves something to do once they were released from the prison. </div>]]></description>

         <description><![CDATA[<div>Risk of self-harm and suicide was increased by 32% between 2013-2014 and was very high. Two young offenders committed suicide in 2013. After the inspection a young offender ‘Steven Davison’ also committed suicide. Davidson warned the staff several times that he would ‘kill himself’ but no notice was taken.<br><br></div>]]></description>

Many of these laws relate to human rights and civil freedoms. <br><strong>Cruel and Unusual Punishments</strong> – Every prisoner has the right to be free under the Eighth Amendment from inhumane treatment. This includes torture or abuse, or a violation of a person's basic dignity. <br><strong>Discrimination</strong> – Prisoners have the right to be free from discrimination while behind bars. This includes racial segregation, unequal treatment based on ethnicity or religion, or preferences based on age, among others. <br><strong>Medical and Mental Health Care </strong>– Prisoners are entitled to receive medical care and mental health treatment.          <title>Resettlement </title>

         <description><![CDATA[<div>Inside the prison offenders were given the chance to educate themselves for example GCSE, Advanced Level and even degree qualifications. Education was based on what they already had before coming to prison and what they want to achieve before leaving. National Careers Service advisors had a positive impact on the prisoners in regards to their future career goals, they also helped prisoners with continuing with their education when they were released. Offenders were encouraged to work within the prison so that they are motivated and able to look for work once released.&nbsp;<br><br>Prisoners health care was also taken into consideration for when they were inside the prison and also once they were released. Prisoners with serious mental health issues were seen by relevant staff before they were considered to be safe for their release.&nbsp;<br><br>In the previous 6 months before the inspection the prison had released 559 prisoners of whom 94% had gone to permanent or longer than 3months accommodation. However, prisoners did not have a 100% to receive a permanent accommodation once released.</div>]]></description>

         <description><![CDATA[<div>Glen Parva were generally reasonable where appointments were offered to prisoners 4-6 weeks before release by the National Association of the Care and Resettlement of Offenders (NACRO) to review accommodation and education, training and employment needs. High risk prisoners were more likely to be appropriately reviewed in comparison to low risk prisoners. Around 14% of respondents in the survey conducted within the report said that someone had helped them to prepare for release. (Prisons, 2014)

         <description><![CDATA[<div>The increasing number of serious incidents such as barricades, hostage taking and incidents at height had a direct link between suicide and serious bullying. Evidence also suggested that these were related to prisoners feeling unsafe at the prison. This may explain the use of the segregation unit being so high, as many prisoners may have committed their offences to get themselves placed in segregation where they would be away from the wings and be safe. (Prisons, 2014). Prisoners stated they felt more safe in the segregation unit than they did on their wings. </div>]]></description>

         <description><![CDATA[<div>Glen Parva had issues around limited access to showers, telephones and basic amenities in cells such as toilet seats and chairs.  Prisoners access to health services was good, there were short/reasonable waits for appointments. Medicine management was positive as it gave prisoners easy access to pharmacy clinics. The report shows evidence of managerial accountability, as the healthcare policies and procedures were up-to-date, and health care complaints were well managed.          <description><![CDATA[<div>Around 63% of survey respondents in the report said it was easy to submit complaints however if anyone within the prison did complain off another inmate then they would be in serious danger by the prisoners and some feared for their lives. Although the number of complaint raised was particularly high, the responses to these formal complaints was not as sufficient and quick as it should have been.          <description><![CDATA[<div>Glen Parva offered prisoners many opportunities to gain some educational and vocational training. The educational and vocational training provision in Glen Parva was inadequate. For example, they had inadequate cover for staff absences, which led to classes being cancelled due to less staff and absences. Although the workshops were well resourced and equipped, it wasn’t being used as much. While vocational training in Glen Parva was good and prisoners had developed many skills. However these skills weren’t recorded and therefore not acknowledged. Overall, the quality of education was adequate but the achievement outcomes were unsatisfactory. Around 75% of the population in Glen Parva regularly used the gym, at least twice a week. Although individuals received advice on personal needs, there was no advice offered on healthy living diet and nutrition. Prisoners were being empowered by gym staff and the noticeboards which encouraged individuals to take control of their lives and involve themselves in physical activities.          <description><![CDATA[<div>Prisoners were rarely released on their eligibility date. Although this was sometimes because of delays in the prison, in most cases it was due to delays in undertaking the essential assessments from offender managers. (Prisons, 2014) If offenders were to commit any crime within the prsion then their release date would be moved forward as a punishment. On the other hand if prisoners are well behaved within the prison throughout then they have a chance of having an early release. although prisoners would need to be kept on licence if they have an early release, some prisoners prefer this as they do not find themselves safe enough within the prison itself.</div>]]></description>
