"However, the person in the chair does not know that they are going to be reunited with a long lost friend." - this is related to both irony because meeting with a long time friend is surprising and unexpected, so it is related to a situatuional irony. This is not situational irony and more dramatic. The image shows us the truck which is stuck between the bridge and road, the reason is the truck is too high to pass the bridge which is located on a lower level. This is dramatic irony because the driver probably took a 50/50 situation, a risk, to pass the bridge, it could be a chance for success but it didn't work out and truck ended being stuck in between.

Ironically, the cars had "sure we can" written on them, but he can't cross the bridge.
