         <description><![CDATA[<div>Power is divided and shared among national, state, and local governments because our government is a federal government. This means that two or more governments can rule of the same people. This is done so the federal government isn't too powerful. There are separate laws for local and state governments, but they all follow the same laws of the federal government. Also, state and local governments can't pass laws that contradict federal laws.<br><br></div>]]></description>
