Idea 2: I saw a video on YouTube where when you put a (don't remember if it was like a ramp or slope or wall or whatever) underwater it can lower the size of a wave, I think the correct word is break the wave, not completely sure, but if we do that with a tsunami, maybe the size of the tsunami could be lowered.
