         <description><![CDATA[<div>The constitution was written in Philadelphia in 1787. The convention had 55 delegates and the leader was George Washington. Different topics that were discussed were the amount of power that would be given to the larger states and smaller states. Another topic was if slavery would continue of if it would be abolished. Finally they debated on whether to have a strong or weak government.</div>]]></description>

         <description><![CDATA[<div>They came up with two plans known as the Virginia Plan and the New Jersey. The Virginia Plan wanted the number of representatives each state has based on the population because they had the largest population. The New Jersey Plan wanted an equal number of representatives for each state because they were a small state with a small population. </div>]]></description>

         <description><![CDATA[<div>The delegates came up with the 3/5 Compromise. This compromise counted slaves as 3/5 of a person. This meant that if there were 5 slaves, then 3 of them would be counted as the population. This made it more fair population wise because the southern states didn't overpower the northern states. </div>]]></description>

The Federalists wanted a strong national government while the Anti-Federalists wanted a strong state government. The Federalists wanted a constitution with no Bill of Rights. The Anti-Federalists were only okay with a constitution if there was a Bill of Rights. The leader of the Federalists was Alexander Hamilton and the leader of the Anti-Federalists George Mason.</div>]]></description>
