They have been running out of materials, and a reason to fight. The text even states, "War, however, is no longer the desperate, annihilating struggle that it was in the early decades of the twentieth century. It is a warfare of limited aims between combatants who are unable to destroy one another, have no material cause for fighting and are not divided by any genuine ideological difference" (pg 235). This quote shows how in 1984 the war is their peace because they have no reason to be fighting anymore, but they do it either wise because of how normalized it is for them now. The war is not even their first priority anymore, they don't see a reason for them to actually have a great worry for it because the three super states fighting are in a plateau. This is not the case for the civilians in Oceania. It is seen in the text when it says, "He had worked more than ninety hours in five days. So had everyone else in the Ministry" (pg. 227). This quote shows how absurd the working conditions were during the war. Working 90 hours in 5 days is working 18 hours a day for 5 days straight. That is crazy to think about because in our society now people see it hard and straining to work 40 hours. 40 hours is not even half of the hours they were working for. He had literally just worked 90 hours in 5 days and got a break. He still did not know what to do with his time after working for so long. He knew nothing else then work so when he didn't work he was lost. None of the three super-states could be definitively conquered even by the other
two in combination" (pg. 236). This quote shows how they are in a infinite circle of just fighting each other. It even states how even if two were to combine they would still not be able to beat the one by itself. This shows how all three super states are too powerful to lose but also meaning that nobody looses. After many years they know that no one is going to win or lose so it is just a constant war. War is a way of shattering to pieces, or pouring into the stratosphere, or sinking in the depths of the sea, materials which might otherwise be used to make the masses too comfortable, and hence, in the long run, too intelligent" (pg. 241). This quote shows how they believe that war has a higher purpose that benefits the society.
