         <description><![CDATA[<div>Sub Topic 1- Failing education and healthcare systems. Future generations will grow up without knowledge of how to perform in more advanced occupations. Without healthcare, the Congolese have some of the highest disease numbers in the world. <br>Policy- The Netherlands has a very strong standard of health. The Netherlands has consistently invested money into its healthcare system to ensure good citizen health, with healthcare being mandatory. The country has invested 10.8% of its GDP on healthcare. Furthermore, the Netherlands has also invested in public and private institutions and organizations for education. created multiple stages of education in order to better organize and facilitate education (3 divisions, public, special/religious, and neutral). <br>Solution- Congo is a fairly wealthy country, and could invest more money into their education and healthcare. The United Nations could provide a monetary incentive for Congo to do so, with the International Monetary Fund being utilized to motivate Congo to put money into education and health systems.</div>]]></description>

         <description><![CDATA[<div>Sub Topic 2- Poor history of leadership and government. Concerns with the government leaning towards dictatorship in recent times. Multiple rebellions and government changes in the past.<br>Policy- The Netherlands is a full democracy, characterized by a desire to have a common consensus for important issues. It maintains a monarchy, but is widely seen as a model for a democratic state. More specifically, it uses a parliamentary democracy. All Dutch citizens who have the right to vote can choose who to represent them in Parliament. Parliament is organized as a Senate and a House of Representatives.</div><div>Solution- The United Nations could establish an advisory body in Congo’s government in order to maintain democracy and fair elections in Congo. The DRC’s history of corrupt governments holding off elections to favor those currently in power is worrying, and has led many in Congo to worry about the state of democracy in the DRC. Thus, amending this issue should be a priority, and the establishment of an advisory body to supervise elections and maintain democracy would be a good way to do so. </div>]]></description>

Specifically, the large amounts of sexual violence and the state's enlistment of child soldiers.<br>Policy- In the Netherlands, the Military Personnel Law the current minimum age for voluntary recruitment is 17. Seventeen-year-old recruits are required to have the consent of a parent or guardian before enlistment, and are excluded from all active combat operations or direct contact with hostiles. The Netherlands' Criminal Code has 2 articles detailing sexual abuse (rape and sexual assault [excluding rape]), with a maximum of 2 years of prison time for sexual assault and a maximum of 12 years of prison time for rape. The Netherlands has intensively discouraged sexual violence through strict and well known laws.<br>Solution- The UN could supervise government creation of laws on sexual violence and other ways to prevent it. Furthermore, the United Nations can support the creation of enlistment camps for the military to discourage child soldiers. In these enlistment camps, the UN could employ supervisors to make sure that those who are being enlisted are doing so with their consent, and meet an age limit to make sure that the enlistment of child soldiers will end. </div>]]></description>

         <description><![CDATA[<div><strong>Sub Topic 1- How to divides borders along the West Bank, Golan Heights, and other territory seized during the 6-day war.:</strong> Facilitate discussions in a neutral country like the Netherlands with the purpose for Israel to take back it’s borders to pre-1967 lines with the condition that all Israeli settlements already in place in the West Bank and in the borders of the Palestinian state must remain under the jurisdiction of Israeli Law.<br>Incentives:<br>Israeli citizens would be allowed to stay on that land<br>Conflict would cease<br>Israel would get the territories that were Palestine<br>Israel would still have complete control and jurisdiction of the Jewish portions of Jerusalem<br><strong>Policy: </strong>Reasoning backed up the Security Council Resolutions 242 and 338. The Netherlands is on good terms with both countries and has explicit policy supporting a two state solution. This solution is already planned out and follows agreed upon international laws.<br><strong>Sub Issue 2- Who gets Jerusalem:</strong><br>Establish Jerusalem as a temporary international city until Israel and Palestine come to a consensus over what to do with the city. If a consensus cannot be agreed upon implement the infrastructure proposed in the original 1947 agreement to establish Jerusalem as a permanent international city. <br><strong>Policy: </strong>The Netherlands supported the original two state solution that proposed the two state solution and is most supportive of peace between the parties so Jerusalem as an international city is perfect for our beliefs.<br><strong>Sub Issue 3- There are 4.4 million Palestinian refugees</strong> <strong>who are in political limbo and who are not allowed to immigrate into Israel.:</strong><br>If a two state solution is successful all Palestinians can choose to reside in the newly founded nation or continue residence in their current nation IE Jordan, Syria, etcetera.<br><strong>Policy: </strong>This would be the simplest way to absolve the refugee crisis.<br><strong>Sub Issue 4- There have been many small conflicts along the borders Israel shares with Palestine and Israel inflicts strict border security to protect its nation.</strong><br>Israel in respect for its state sovereignty may keep as strict borders as deemed necessary for security reasons but may not impede upon new established Palestinian borders.<br><strong>Policy: </strong>The Netherlands has great trade with Israel and in a effort not to upset that we support their state sovereignty.<br><br></div>]]></description>

         <description><![CDATA[<div>subtopic: getting Iran to comply with regulations or even better getting rid of Iran's nuclear weapons.<br>policy: Okay so Iran and the Netherlands have good trade connections but as of recently Iran has been harsh towards the Netherlands but regardless the Netherlands is assertive in supporting the JCPOA and in expanding economic possibilities with Iran. The Netherlands also welcomes the implementation of the European Union's  financial mechanism so to keep Iran connected to international economic areas.The Netherlands will seriously pursue implementation of banking exchanges mechanism and realization of Iran's merits under the nuclear deal.<br>Solutions: Okay so there are a lot of ways to look at this from because Iran says its policy is stability and security which really explains why they want to keep their nuclear weapons and why they're so open to keeping trade open with other nations such as the Netherlands. The Netherlands, though very supportive of the JCPOA does not agree with the breaking of the rules by Iran. Solutions must include a way to ensure their stability and security. Stability should be an economic solution should ensure that Iran will be a strong flourishing nation and security should ensure that Iran can defend themselves. For this reason. There are only two ways that the Netherlands can give a solution, either continue to support the JCPOA but threaten their own sanctions to limit Iran's growth which isn't positive for anyone. The innovative solution the Netherlands sees, that would take place after the end of the JCPOA would be a multi-pronged solution in where Iran would have to agree to end their nuclear weapon program and turn these into nuclear energy ensuring stability, and creating new infrastructure  such as an energy reserve as well as retrofitting cities to use this energy and investing into research into cleaner ways to create nuclear energy to limit nuclear waste. Then for security purposes, Iran would have to become a protectorate , ensuring that everything could continue as normal, but Iran would have the protection of the UN thus giving them everything they want. This would all have to be funded mostly by the security council but also it could be taken partially from Iran's GDP and from that of the P5+1.<br><br></div>]]></description>

         <description><![CDATA[<div>Topic 1: DPRKs failure to meet NPT standards<br>-Arrange a talk between all major countries (US, China, Russia, Great Britain, France) and North Korea. The objective of this talk will be to try to get them to stop their nuclear program in exchange for the UN to help its economy as a whole. We intend to incentivise North Korea by offering small amounts of money (maybe 1m a month) that will be used to further their economy in ways such as investing in agriculture or infrastructure. This will provide jobs, food, and in general, a better economy. Just a quick question for anyone who sees this and can help: any ideas where we can fund this project.<br><br></div>]]></description>

As the reason the last attempt failed/is unstable is because of the opposing ideologies of large groups inside each faction. </div>]]></description>

         <description><![CDATA[<div><br></div><div><strong>Sub Topic 1</strong>- Lack of food, shelter, and protection has driven many in Somalia to resort to piracy and terrorism in order to provide for themselves as well as their families.</div><div><strong>Policy</strong>- The Netherlands policy is that the humanitarian aid provision is embedded in a multilateral framework, emphasising coordination, and the Ministry of Foreign Affairs has engaged in a constructive – and at times critical – policy dialogue with UN agencies. Complementarity is sought by matching support for the UN with that for the Red Cross and Red Crescent Movement and non-governmental organizations (NGOs). The Netherlands policy also states that dutch humanitarian aid policy, laid down in several documents, is consistent with internationally accepted humanitarian principles. It is also largely in line with the principles of Good Humanitarian Donorship. The concentration of aid provision on focus countries and regions is appropriate in view of the humanitarian needs there. Sufficient flexibility is maintained to be able to respond to disasters elsewhere. The implementation of humanitarian aid policy has been coherent with diplomatic action and the fostering of peace processes in the countries covered by the evaluation.</div><div><strong>Solution</strong>- One way we can implement aid into Somalia is with the help of UN entities. An example of an entity is the Red Cross movement which is part of Netherland’s policy and the World Food Programme, which specializes in providing relief to millions of disaster victims. They mobilize food and funds for transport for all large scale feeding operations.</div><div><br></div><div><strong>Sub Topic 2</strong>- Somalia was ravaged by a bloody civil war from 1986 till 1992. Rebel groups continued to fight for the hegemony of territories even after the end of the conflict. The civil war and instability provided fertile ground for the birth of Al-Shabaab, one of the deadliest terrorist organizations in Africa.Some analysts have pointed out that violence is a major driver of corruption.Somalia has been rocked by instability and bloody insurgencies since 1992. Last year, the country's capital Mogadishu became the site of one of Africa's deadliest terror attacks when a truck laden with explosives was detonated,killing more than 500 people Al-Shabaab claimed responsibility. The group, whose splinters have links to both Al-Qaeda and the Islamic State terror groups, aims to overthrow the Somali government and impose its own version of Islam in the country.</div><div><strong>Policy</strong>- The point of view of the Netherlands is that the solution to the conflict in Somalia is in the hands of the Somalian authorities. The Netherlands is supporting some projects in Somalia, like supporting several parliaments in Somalia, projects from different NGO’s working on good governance, the Somalia Stability Fund, a contribution to maritime security with the EU missions in Somalia and the UNODC; support of economic development and creation of youth employment via the Somaliland Development Fund. Next to this, we support the Addressing Root Causes of Conflict and Migration (ARC) fund.</div><div><strong>Solution</strong>: The Netherlands propose a solution of funding military organizations and military groups so that we could get their help to protect Somalia from their terrorist groups and corrupt government.</div><div><br></div><div><strong>Sub Topic 3</strong>- At least 6.2 million people in Somalia, or just about half the country are grappling with the prospect of an acute food shortage due to deepening drought.that famine killed about 258,000 people in Somalia between 2010 and 2012. Furthermore, the drought and food crisis has resulted in diseases such as Cholera, which has affected around 11,000 people already. </div><div><strong>Policy</strong>- The Netherlands' approach to development cooperation is all about people's rights and opportunities. Everyone should be able to stand on their own feet and have opportunities to develop successful lives. The Netherlands also want governments in developing countries to provide stability and protect their population. Where possible the Netherlands links aid to trade. This contributes to sustainable economic growth worldwide, which benefits people in developing countries – including the poorest and most vulnerable groups in society. And it also provides opportunities for Dutch businesses.</div><div><strong>Solutions</strong>- As from the policy, the Netherlands can link aid to trade with Somalia to help with starvation and drought. With the help of military groups, sending food will be less risky for both Somalia and Netherlands.</div><div><br></div>]]></description>

         <description><![CDATA[<div><strong>Sub Topic 1- Getting the U.S.A. back into the Deal<br></strong>Although the US was the one who initiated the deal in order to get Iran to comply with certain deals and policies about their nuclear equipment Trump had decided to get out of the deal and so as the power they are other countries have had their doubts about the deal with some nations even jumping out of the deal just like the U.S.This would lead to having a balance with in the U.N. with Iran having close ties with China and Russia the U.S. needs to get back on board to even come close for Iran to have any interest to cooperate with the deal.<br><strong>Policy: </strong>As the Netherlands we seek the most peaceful and beneficial route to this sub topic. We would encourage the U.S. with the benefits of joining with the combination of the violence meaning that we see the benefits (economically) since we are an  powerful nation in terms of trade but still believe in peace to were bloodshed isn't something we are willing to risk. Also, with our ability to willing help with funding and our tension of Iran due to past event we do not want violence but still be able to control the deal with our vast number of allies. Coming from our diverse nation we would appeal to all nations of our benefits and what we decide is crossing the lines of either benefiting or hurting a nation. But since we have close ties with members of the P5+1 we would continue to support the JCPOA. <br><strong>Solutions:</strong> Of course discussing world peace and not being the jerk that leads to WW3 wouldn't be such a great idea considering it is the U.S. we are talking to but soft power maybe just we need by America being the ones who started it and yet left other nations to finish solving the issue and since America is a capitalist based nation finding economic benefits for them is also something they might want to consider with the addition of having the other P5 nations being on board and demanding that America joins using soft power.</div>]]></description>

         <description><![CDATA[<div><strong>Sub topic 1: </strong>Tension between the Malian Government, and rebels consisting of the Tuareg rebel group who want an independent state of Azawad and 5 Islamist groups who want to enforce Sharia Law. </div><div><strong>Policy:</strong> The Netherlands is providing staff officers, personnel of the Royal Military and Border Police and civilian advisers. The nation supports the Malian government and is working with nations like France to deploy a 2,500 troops to aid the 3,000 Malian soldiers in defending Central Mali from rebel groups.</div><div><strong>Solution:</strong> Increase the amount of Dutch police officers and civilian experts to help train the Malian police forces and suggest developments to the judicial system in order to make it more democratic. </div><div><br><strong>Sub topic 2:</strong> Terrorism is a major problem in Mali resulting in warfare, kidnapping, hostage situations, child soldiers, human rights abuses, etc.</div><div><strong>Policy:</strong> The Netherlands is a part of the UN Multidimensional Integrated Stabilization Mission in Mali. Dutch forces focus on analyzing intelligence for the UN mission and also contribute towards the coalition against ISIS, reflecting their stance against terrorism.</div><div><strong>Solution:</strong> Facilitate peace talks between Malian government and rebel groups with emphasis on resolution/ negotiation. Enlist strategies from the Global Counter-Terrorism Strategy to counteract Terrorism in Mali.</div><div><br><strong>Sub topic 3:</strong> Human rights issues such as poverty and a refugee crisis are plaguing Mali. 45% of Malians are living under poverty, over 140,000 Malians are seeking refuge in neighboring countries, and schools are occupied by armed forces, with 296 closed.</div><div><strong>Policy:</strong> The Netherlands is continuing active participation in the UN peace mission in Mali and has their borders opened to refugees in war torn countries since the 90s.</div><div><strong>Solution:</strong> Enlist the help of NGOs such as Africa Educational Trust to support the education of the country by bringing transportable schools to areas of refuge.</div><div>- Suggest that safe African and European countries open borders for refugees. </div><div>- Temporary food and shelter clinics in safe zones for those affected with funding from NGOs such as Amnesty International, CARE, and Human Rights Watch.</div>]]></description>

         <description><![CDATA[<div><strong>Sub Topic #2 - How to get Israel state convinced and Saudi that Iran is trustable<br></strong>With Israel launching strikes on Iran's assets they have been lowering their economy and Saudi Arabia has a whole other issue of supporting terrorist organizations and beheadings which leads an increasing amount of tension between the two nations. Both find that the U.S. leaving the deal opens their nations up to opportunities to further damage the nation. This leads to the issue of convincing enemy forces to agree within the deal since there is a trust issue involved.<br><strong>Policy: </strong>Since the Netherlands wants the safest but most effective action we would promote the idea of peace. Since we are allied wih both nations we would want something in which both benefited them in order for the nations to join in the deal. Although the netherland's can not provide the utmost certainty that Iran is trustworthy considering they are our enemies as well what better way to collaborate with three allies against one common enemy in a human way.<br><strong>Solutions: </strong>With three allies against one enemy there would be safety in numbers for Israel and Saudi Arabia so they can rely on their allies for support as well knowing that Iran has no possible options but to comply with the deal.We can't probably claim trustable but we could take steps in order to make sure each nation’s wants and protection are secured to some extent. Also, safety regulations should be in place to insure nations involved with the issue are safe and are not in trouble since they are the ones trying to solve the issue.</div>]]></description>

It does so by providing humanitarian assistance (e.g. food, shelter, protection), both directly and through UN agencies, the Red Cross Red/Crescent movement, international NGOs and local organisations. With this knowledge a solution proposed by The Netherlands is to have the UN and participating countries to help fund programs that have already been implemented in our country to provide aid to the citizens of the DPRK. Programs such as CoMensha which provides assistance to and registration of possible victims of trafficking. CoMensha is an NGO that receives government funding and closely collaborates with police and other national authorities. </div><div><br></div><div> </div>]]></description>

In addition, people are being heavily convinced to join the terrorist group because it is deprived of economic opportunity and education.</div><div><br> <strong>Policy: </strong> Netherlands tolerates no amount of terrorism.  So far, Netherlands has spent up to $23 million on counterterrorism. The Netherlands is a member of the Global Coalition to Defeat ISIS, and is working to stop terrorism. <br><br><strong>Solution:</strong> Support the Nigerian military to take control of Boko Haram using incentives such as the International Monetary Fund (IMF) in order to stop this amount of violence. <br><br><br><strong>Subtopic 2: </strong> Many citizens are being heavily affected because they are being attacked by the terrorist group and aren’t getting the basic resources they need such as education, health care, and rehabilitation as a result of the poor infrastructure and leadership of the group.</div><div><br> <strong>Policy: </strong> The Netherlands have so far developed a social security system to provide all its citizens with health care, and unemployment benefits. <br><br><strong>Solution: </strong> Once the conflict has been toned down, you can send Islamic educators from Saudi Arabia or any other Islamic country to teach children not to join any terrorist groups and provide many opportunities such as agriculture for further economic development in the region and other NGOs that can help further improve and provide people with proper medical aid. <br><br><br><strong>Subtopic 3: </strong> The Nigerian government’s structure is weak enough because of its poor leadership making it harder for NGOs and any other attempts to stop the organization from doing anything such as stopping the terrorist group or helping those in need. <br><br><strong>Policy: </strong> The Netherlands believes that aid should go to the poorest people in the poorest countries. They think that Countries capable of funding their own development should no longer be eligible for traditional aid. They have so far spent $4.8 billion on net official development assistance, and are looking to increase that amount. <br><br><strong>Solution: </strong> Help the Nigerian government develop a stronger infrastructure and leadership by sending money and basic necessities. While the country recovers, send help to the government, and assist the government in recovering as well. They could also send advisers from other African nations that have turned their government around from corruption. </div>]]></description>

         <title>Raphael- Conflict in Crimean Peninsula</title>

         <description><![CDATA[<div>Sub-Topic 1: Since 1991 there have been issues of division in the country between the Western and Eastern sides. The corruption that Ukraine was dealing with led to the rigged election in 2004.<br>Policy: The Netherlands didn’t involve itself with issues within the country. Neither did any of the other countries in the UN other than Russia. <br>Solution 1: Since a ceasefire didn’t work in the past and Russia seems to not be budging when it comes to leaving the Crimean peninsula, we have seen an increase in conflict. The next step would be try to pass a UN Peacekeeping missions in the missions filled with conflict. </div><div><br>Sub-Topic 2: After Ukraine declared independence from Russia Federation, there has been conflicts between the Crimean peninsula and Russia. <br>Policy: The Netherlands has been against Russia since they invaded Ukraine, stating they broke international law and violated Ukraine's sovereignty. This opposition to Russia’s involvement in Ukraine has continued to 2018 where they are against the blocking of the Kerch Strait and ports by the Russian federation. <br>Solution 2: In order to stop Russian Annexation of Crimea we need to get China on everyone the side of everyone else in the Security council. The UN needs to get Ukraine involved in Trade with China, specifically with their Iron, Coal, and Iron. Once they are involved in trade China will be more inclined to Support Ukraine. We will then try to pass a UN sponsored resolution to maintain Ukraines “sovereignty, independence, unity and territorial integrity”.<br><br>Sub-Topic 3: Russian- Backed- Rebels caused many issues in the Crimean peninsula and by 2013, 6,000 people had been killed by the Russian- Backed- Rebels. This causes a more social issue of the annexation of Ukraine and the conflict that is caused because of the disagreeance. <br>Policy: The Netherlands was in support of UN’s Security Council Resolution 2202 in 2015, which called for a ceasefire. The ceasefire didn’t work because bombing of the country has continued since. <br>Solution 3: We can attempt to send UN Peacekeeping Missions to stop conflict but the bigger problem is getting the Russian Federation out, we should implement more Sanctions, specifically military sanctions on Russia since we have implemented Economic ones. </div>]]></description>

         <title>Vicky - Colombian Civil Crisis</title>

         <description><![CDATA[<div><strong>Sub-Topic 1</strong>: The Civil Crisis in Colombia has caused the country to become a breeding ground for unpunished criminal activity along and has left a majority of the country's population in poverty.<br><strong>Policy:</strong> The Netherlands is a thriving country and has often assisted struggling countries by providing educational resources that have helped with unemployment. Colombia even has a goal to lower unemployment rates and <br>would most likely be willing to take up offers and support to meet their goal. In the past, such as with Namibia, the Netherlands has worked with the UN in providing aid through peacekeepers. In the past, peacekeeping was an ineffective method (in Colombia), but it could become more effective after possible renovations to the legal system, which is currently letting crimes go unpunished.<br><strong>Solution:</strong> Education has been something the Netherlands and many NGOs such as Room to Read, which aims for complete educational equality and opportunity internationally and The Education Trust which also has a similar goal of equal opportunity in education. Helping with unemployment through more educational opportunities, increasing subsidies and the support of infrastructural projects, in Colombia could create new job opportunities and  lower crime rates. Many NGOs would also be willing to support these changes. One NGO is Construction for Change, an NGO that aims for everyone everywhere to have access to well built and well sustained areas. Currently, Colombia is looking into transportation-related infrastructure projects. These projects, alongside education, can work to create job opportunities in Colombia which can help with the increasing rate of poverty. Peacekeeping could be used more efficiently if these measures are in place. The Netherlands has a stable economy and has helped countries struggling with poverty and education by helping fund projects. The Netherlands could be able to do the same to help Colombia. <br><strong>Sub-Topic 2:</strong> The Conflict in Colombia is an armed one and of all the casualties, around 80% have been civilians. This armed conflict has also lead to an increased amount of displaced people. This conflict came to be by two communist rebel groups that plan to overtake the Colombian government. These rebel groups hope to integrate a government system in which communist ideologies are not overlooked (like they were before).<br><strong>Policy: </strong><br><br></div>]]></description>

         <title>Rohan G. - Situation of the Central African Republic</title>

         <description><![CDATA[<div>Subtopic 1 - The Refugee and IDP Crisis. </div><ul><li>Religion, Education, Food, Sanitation. These are necessities for these refugees and IDPs. </li><li>There are around 550,000 refugees (sub-region) and about 700,000 IDPs. There are even more scattered around the world. </li><li>Nearly one and five children are refugees.</li></ul><div>Policy- The Netherlands took around 60,000 refugees during 2015, the height of the refugee crisis. Now, they are looking for effective ways to integrate them into society. The Netherlands believes that re-integration is crucial as seen by its previous actions toward other refugees, mainly from Syria. There are several refugee integration groups active within The Netherlands as well as the European Union. <br><br>Solution - <br>Re-integrate these refugees into society, as many of these refugees are going into neighboring states, these also have unstable situations to guide them and educate them in a field to contribute to the society of the country they are going to be integrated into. Many children are refugees, we need to educate them and have them well feed which is one of our main goals for this issue. This consists of funding from countries, the UNHCR, NGOs, and other donations. Then we will use these funds to better refugee camps and effort for reintegration programs. Also the neighboring countries are cramped so we must encourage other African countries to take in refugees from this conflict to smooth out the influx of refugees that are going to the neighboring countries who already face difficult situations themselves. Educating these children refugees and reintegrating them into society can serve as an economic incentive to these countries.<br><br>Subtopic 2-  Political Turbulence in The Central African Republic. This consists of a weakened government and security/military forces due to the conflict between the civil groups called Anti-Balaka and the Seleka. </div><ul><li>Many people have been killed because of this and they have also fled the country or state because houses have been destroyed</li><li>They have child soldiers and this group were also charged with unlawful taxation  </li><li>The seleka members are Muslim while the Anti Balaka members are Christian. Both groups kill each other in mass amounts, however the Anti Balaka groups are seen to perform larger scales of killings against the seleka group to the point of being called "ethnic cleansing". </li></ul><div>Policy-  The Netherlands looks to stabilize certain regions and to strengthen government forces to deal with this issue and to protect civilians firstly. The Netherlands has taken part in one of EU’s past comprehensive plans of action in the Central African Republic. This was called EUFOR RCA or European Union Military Operation Force in the Central African Republic. These missions have proven successful and completed the tasks of which they were to complete when they were created. <br>Solution- <br>One of the things that we can learn from this past operation is that it is possible for effective intervention from international parties. The EUFOR RCA initiative was able to stabilize important areas in Bangui, the capital of the Central African Republic, including the major city airport. It also trained local security personnel to better deal with the situation in the capital. Therefore, other solutions can be supported with military intervention. (Private Military Companies are a viable option to use). This can train security, secure areas, and help provide aid, etc. Therefore, PMCs can work within the Central African Republic, work with local and government forces and help protect civilians and deal with these groups. <br>Subtopic 3- Illegal Trade and Smuggling. Insurgent/smuggling groups are fueled by illegal trade products and unethical sources of human labor/force. This includes the trade of diamonds and ivory done by forced/bloody labor (blood diamonds) or the Lord’s Army which consists of many child soldiers.<br>Policy- The Netherlands itself faces a problem with illegal wildlife trade, of which it is both a destination and a transit hub. It also faces an illegal arms trade problem. The Netherlands has been unable to effectively combat these issues within its own nation. <br><br></div>]]></description>

         <description><![CDATA[<div>As it appears that the solution seems to be one of integration in terms of refugees, maybe take a look at what policies that Netherlands, or other EU nations, have implemented that ensure the proper integration of refugees into society, in a way that ensures they are provided the necessities stated, such as education. When it comes to integration, look at countries such as <strong>Uganda. </strong>I think it would make sense for Uganda's progressive refugee policies to be promoted by the Dutch, and considering that they are an African nation themselves, they definitely are relevant with the topic at hand.</div>]]></description>

         <description><![CDATA[<div><strong>Sub-Topic 1:</strong> While a peacekeeping mission on the eastern border of Ukraine could help maintain order among periods of unrest and mitigate possible conflicts between Russia and Ukraine, it may be difficult to make this a reality considering's Russia's prominent position in the UNSC. Maybe create a set of benefits that will come from a peacekeeping mission so that to ensure Russia is willing to agree with it's existence.<br><br><strong>Sub-Topic 2:</strong> As the Netherlands, it may be rather difficult to sway China away from it's stance as an ally to the Russians, one that they have held for quite a while. If anything, I think that maybe look into formulating a response to Crimea's annexation with NATO, which has already been incredibly critical of Russia for it's activities in Ukraine, and possibly even support the admission of Ukraine as a member state of NATO, putting pressure on Russia to not provoke the nation. I'm not sure what the Dutch stance on this may be however, but it may be something to go forward with.<br><br><strong>Sub-Topic 3:</strong> Sanctions on Russia specifically are certainly a good approach to putting them at a general disadvantage were they to invade Ukraine, but also think about what their stance as a prominent member of the UNSC means - they have the ability to veto such a move. Maybe look to provide aid to Ukraine to arm itself against Russian rebels? Or possibly look into how these 'rebels' may have been intentionally placed there by Russia themselves, and in conference, use that as a tool against their practices.</div>]]></description>

         <description><![CDATA[<div><strong>Sub-topic 1- </strong>Refugee camps set up by the Polisario front are not safe. The refugees face constant danger and their lifestyle is unsanitary. <br><strong>Policy-</strong> The Netherlands is open to housing these refugees but only a fixed number of 120,000 in total (including the refugees not coming from Western Sahara). Besides housing, the Netherlands supports working with NGO's such as war-child which has been done in the past.<br><strong>Solution 1- </strong>The Netherlands suggests working with NGO's until we can solve the never ending struggle for power. An NGO the Netherlands has worked with in the past is War-Child who mainly focuses on rescuing children caught up in wars and reuniting them with their family. <br><br><strong>Sub-topic 2- </strong>Years ago, the UN passed a resolution calling for a referendum in Western Sahara. The citizens would vote as to which country they would side with, the Polisario Front or Morocco. Each country agreed to these terms. However, neither country had decided on a proper voting age, stopping the referendum from happening. <br><strong>Policy- </strong>To vote in the Netherlands, the person must be over 18, registered with the municipality,  eligible to vote, and either an EU-citizen or a non-EU citizen who's lived in the Netherlands uninterrupted for at least 5 years.<br><strong>Solution 2- </strong>The Netherlands believes that if the committee can come together to decide the basis of the voting age, then the war may potentially stop. The suggested voting age should be 18 as that's most nations' voting age. The voting age in morocco is also 18 while the Polisario front remains undecided. Again, both sides agreed that whichever nation wins the vote, they will win the land of Western Sahara, ending the war.<br><br><strong>Sub-topic 3- </strong>For years, the refugees relied on aid coming from allied country's. However, that aid has significantly decreased due to financial issues. The countries supporting them can no longer afford to send an abundant amount of resources.<br><strong>Policy- </strong>The Netherlands is the 8th largest donor country so naturally, we support giving financial aid in the form of food, water, and other basic materials.The current governments term is set to focus on: preventing conflict and instability, reducing poverty and social inequality, promoting sustainable and inclusive growth and climate action worldwide, and strengthening the earning capacity of the Netherlands. </div><div><strong>Solution 3-</strong> Instead of having the refugees rely entirely on foreign aid, the Netherlands would like them to lead a more sustainable lifestyle. Western Sahara has a very dry and arid environment making farming difficult. However, it has huge deposits of phosphates and valuable minerals used to make fertilizers and chemicals. Our solution is to bring in people who specialize in land preservation and have them teach that to the people. Their dry land can be used through fertilizers and phosphates in the water will promote plant growth. Some crops that can be grown in these conditions are: beans, cucumbers, eggplants, and melons. The refugees will have the knowledge to maintain their farmland and eventually won't have to rely on other countries. As this is being prepared, <br> the Netherlands can provide foreign aid until they've reached sustainability.</div>]]></description>
