Poverty is present in the province of Cavite. As you visit this place, you can encounter people knocking in your car asking for money or food. Most of the time, these people lack money due to unemployment in order to live.

PSA’s latest release of poverty threshold is up to 2015. The annual per capita poverty threshold and poverty incidence among families have increasing trend which indicates that every three years, the minimum income of a family needs increase to afford the basic necessities. In 2015, a Caviteño family needs to earn at least 24,882 pesos annually or 2,073.50 pesos monthly to be not considered as poor. With that being said, it can be seen that the cost of living in Cavite is generally higher than other areas in the Philippines and it means the source of income of people should be enough for them to live with their means.

Quality Education

Quality Education is a must for every child, in order to fulfill his knowledge and a way for his effective learning. This issue is relevant in the Philippines, but most especially in Cavite. In the town of Silang, one school allowed poorest students to "level up". There is a news article where the SMS in Silang, Cavite, which provides free education to underprivileged youth, was among the five schools honored for the innovations they had introduced and developed to improve their students’ learning. The sisters, in partnership with local parishes, are focused on finding underprivileged youth in places such as the Mountain Province and Aurora, who would be given access to education.

It was mentioned from another article (linked below) that there is a budget allocated for students for online learning which is covered by the local LGU in Cavite. The budget was supposedly P5 billion in order to implement the plan for the 600,000 students. However, Cavite has only P4.7 billion as the P1 billion has spent for response in the pandemic. Regarding this, the DepEd should also give contribution to the LGUs in Cavite just because they are the ones who implemented the blended learning plan. Their contribution can cover more students and learn at the time of COVID. This matter is not limited to Cavite but also in some areas of the Philippines.

Having said that, it is one way to help students to give the quality education they deserve. It is also hard in the time of pandemic to pay tuition fees, but it could just be possible if students were given effective learning for free. Aside from giving scholarships, it could also be a great idea if students most especially those who are in public school will be given free tablets/phone/laptop. In this generation, these gadgets are very helpful in learning as students could easy get the information they have and could also be used in attending online classes. As the governor has mentioned, "Investing in our students is investing for the future. The pandemic may be gone sooner or later but the opportunity lost for the young minds today is a cost that will be hard to pay for."
