Fourth Street changed so much too because now more white people began to visit it now that more art has been added to it. The article states that white people were determined to make Santa Ana more welcoming to those who did not speak Spanish, but opponents claimed that it was a way to scrub away any suggestion that it is an immigrant city. Supporters of the gentrification process in Santa Ana say that mostly all the businesses on Fourth street are owned and operated by Latinos and that gentrification is not an act of racism. There is a group called Downtown Property Business Improvement District that promotes the area. A business owner that sells quinceanera dresses had to resign from the group because they weren't able to pay the taxes that were required from the group.
