It would be because they had broken a law and will face charges or the fact that they didn't teach right. They will be send to the "Rubber room" because they also didn't care about the student's future. 

3.A proposed solution to the multiple issues would be to make sure who the teachers really are or else look at the teacher's past jobs before giving them the job. Or also they can create Charter schools because in the documentary it says that charter schools are pretty good.  Charter schools that should have very responsible and qualified teachers and/or principal to guide the students through their success throughout their school years.
In the documentary, it showed that the solution was to fire all the "irresponsible" principles and shut down schools that weren't meeting the education or school expectations.  Schools should all work together to get a plan so they can be equal in both money and the way teachers teach the students. Charter school can give the students more opportunities for them to learn and become smarter. If they go to a Charter school they can learn better and be someone in the future. I guess you can basically call this like a sort of practice you're sending a horrible teacher to other schools while you hope that they get better by the time they come back to your school.
