First, the governor should impose reinvention programs for all the homeless.  
Also, doctors could carry out a free examination and prevention campaign in the streets for all these people.  Finally, implement various work programs for all the homeless.  
In Conclusion, the real change in our society depends on us and when you help someone in a street situation, do not record it and do it with your heart.

Secondly, give them a big shelter, they are going to have a space to sleep and eat, and dont be worried about those necesities to work better.
Finally the government should give them jobs to earn money, because not all the companies consider them.

In my point of view, the actual government to help the homeless by needing to take some steps.
first is necessary to provide identity cards for people who couldn't have the opportunity to acquire them also the homeless need to receive medical checks and vaccines free and finally they need a specialized center for each case together with psychological help.

These days, there are many different cases of homeless hasn't an ID, some of them lost their houses because of landslides perhaps some lost their families or were abandoned, whatever the case, all need an ID, if you have an ID you can have many possibilities, therefore, you stop being a ghost for society.

The next step is to bring medical help to the homeless people, some experts are concerned, currently, the people that have more possibilities to go for general medical examination don't do it, hence, the homeless have less possibility to go to the hospital and be able to receive a medical consultation or a universal vaccine, this shows us that the problem is bigger than we think.

the final step is to bring a specialized center for each case, some people have addiction problems and need a different space, where can you treat addictions, it's very different for some people that lost their house because of landslides and who need social housing also to the children or senior who must be on specialized sites, likewise, it's important to remind, whatever who is the situation of the homeless, the psychological help is unconditional, this has considerable benefits, not only for the society but also for homeless.
