National Bank and Assumption Bill

Hamilton proposed the bill to establish a national bank and the Jeffersonian's argued that the Constitution did not give the federal government power to set up a bank. Congress and Washington would later accept Hamilton's view and the National Bank was formed. Hamilton also was pushing for Congress to pass the Assumption Bill, which was a bill that stated the federal government would assume states debts from the Revolutionary War. Jeffersonian's (who were majorly in the South) were opposed to this bill because they went from having little debts to a high debt. Also, since most of the war did not occur in the Southern States they did not have much to pay for and they did not see where their taxes were going to.

This party developed from the Hamiltonian's. Hamilton's group was made up of merchants, bankers and manufacturers, with some wealthy farmers and Southern plantation owners. They were mostly well-educated and owned property. Most of them were in New England and along the coast. Hamilton and the Federalists stressed manufacturing, commerce, finance and overseas trade. They wanted tariffs and business protections.
