"No person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance." 

- This was put into place because no matter their race these individuals were paying taxes that funded these programs and activities so they deserved to receive the benefits that their taxes produced. 
- Despite not speaking the native language (English) you cannot be excluded from participating in any federally funded events which receiving an education is.
