6. European states hated Holy Roman Empire too much so that they had dismantled it, but now they created a Neo Holy Roman Empire (AKA European Union) to legally interfere what they do within their border. In the light of what I'm gonna say in the following paragraph, even though the EU do not have any military capability, they can effectively impose sanctions on member states or non-member states, and every EU states are ought to follow it. And the hegemony of the EU is almost solely occupied by German and France. Looks like imperial force for me. 

9. It has made war less likely, as now there are more options to literally dry the opponent country until death without physical intervention but economical bullying. But at the same time, the cause for domestic or civil war has somewhat risen in the third world (not my favourite word but), and it perhaps is because each part of the society is backed or controlled by different foreign forces whose goal is to expand their influences in a less intervening manner.
