My own view is that this applies to some basic words and grammar, but not the whole language. Firstly, one language has its own uniqueness which presents its culture, and it has its own custom cultural words. For example, the words such as “banh chung”, “pho”, “mam tom” in the Vietnamese language represent a part of the Vietnamese cuisine and cannot be translated. Secondly, some basic words for daily conversations can be translated easily without knowing that language’s culture, but that’s just it. Words such as “hi”, “hello”, etc. can be translated easily but they are too basic, and they don’t fully represent the customs. Thirdly, there will be culture barriers when you know the language without knowing its customs. For example, a large portion of the Filipinos usually consider age as serious personal information but that of the Vietnamese don’t really do that.
