Collins wants to persuade Congress to confirm Kavanaugh's appointment to the Supreme Court because she feels his credible record as a judge, his bipartisan decisions on major government precedents, and and his exemplary adult life should be the determining factor in his nomination.

In paragraphs 6-8 Susan Collins uses Kavanguahs previous cases as evidence to rebut opposing views of him. For example she addresses the peoples concern that Kavanaugh would likely eliminate the afforable care act. She explains how in the dissent Sky v. Holder " Judge kavanaugh rejected the challenge to the ACA on narrow procedural grounds, preserving the law in full". By stating this Collins makes good points saying that Kavanaugh is qualified for the position in the Supreme Court. To go along with that Collins talks about how people say that judge Kavanaugh cannot be trusted if theres a case where the president is involved. She then goes on to explain how the people "missed the mark on this one" because Kavanaugh has written before that he believes that no president should get protection from congress from any "criminal prosecution or civil liability" and also that in his belief "no president is above the law". This helps prove her case that Kavanaugh deserves this position because he has very well established beliefs and he will not be corrupted.

In paragraphs 23-27 professor Ford never meant for her letter to be leaked and be the main focus of this situation. In order

to shed light towards rape allegation, Susan Collins speaks about how Ford was treated during this situation and explain that she never meant to be the spotlight as her private personal letter was leaked to the public. In Susan Collins speech, it states " we are in the middle of a fight that she never sought, arguing about claims that she wanted to raise confidentially." This helps support the claim that Ford never meant for her accusation to go public and be the focus of attention in this case. Through these rhetorical choices Susan Collins successfully admonishes the audience and makes her statement clear

In paragraphs 11-13, Collins refutes the idea of Kavanaugh doing any bidding for people in the White House, she then illustrates Kavanaugh's innocence by using past assessments on him. She does so by mentioning the American Bar Association's assessment on Kavanaugh and concluding that his "judicial temperament" is credible. Collins also uses, Lisa Blatt, a lawyer who has argued before the Supreme Court to identify Kavanaugh to be a supporter of woman's rights. She does this to refute the accusations against him made by Ford. By including this in her speech, Collins backs up her argument that Kavanaugh should be allowed in the supreme court because of his credible record as a judge.

Collins opens up her speech highlighting the issues that came with Kavanaugh's accusation. Her purpose is to convince her listeners of Kavanaugh's fit for the Supreme Court. She then brings up the extent to which certain special interest groups have exploited the situation, saying in paragraph 3 they "whip their followers into a frenzy", and in the first paragraph, she calls the entire situation " gutter-level political campaign", and later in the paragraph she claims that senators were racing to name the opposition, but "they were beaten to the punch". This colloquial diction is used to admonish these groups and people for their behavior.

In paragraphs 14-17 Collins refutes Professor Ford's accusation against Judge Kavanaugh. She finds misalignment in Ford's testimony along with witnesses who do not corroborate to any of the events. Her purpose is to convince congress that professor Ford's accusation shouldn't prevent Judge Kavanaugh from serving on the court because there isn't enough credible evidence and it's not a criminal trial.Collins does concede that Ford did go through sexual assault, but she also states that Ford's allegation was presented without "credible supporting evidence" which leads Collins to have reasonable doubts on the events in Ford's accusation against Judge Kavanaugh.

Collins closes her speech by re saying her purpose to convince that Kavanaugh has credibility to be the Supreme Court justice. She proved his credibility by mentioning the fact that " he has been an exemplary public servant, judge, teacher, coach, husband and father." By mentioning these factors she shows that in his adult life he has been an exemplary citizen. She points out a statement that us Americans have common values that binds us together by stating, " the drafters of our constitution, who were acutely aware that different values and interest could prevent Americans from becoming and remaining a single." Therefore she say that she will vote for his confirmation, and we should all come together and vote for him to not divide us.

n paragraphs 9-12, Collins uses rhetorical choices such as counterargument and refutes the accusations that Kavanaugh has plans to reverse the precedent within the senate about birth control and same sex marriage. She refutes these claims by using evidence directly pulled from his past records and quoting Kavanaughs words. In paragraph 9, Collins refutes the claim that Kavanaugh would possibly want to reverse same sex marriage laws by directly quoting his words "The days of treating gay and lesbian couples as second-class citizens who are inferior in dignity and worth over in the court."This is effective because it serves as a purpose to contradict what most people are saying and thinking of him. In addition, opponents claim he will vote towards the ban of contraceptives on medical insurance. Collin refutes this by using an example of a case on the topic of abortion that Kavanaugh was a part of. Collins states, "Finally, in his (Kavanaughs) testimony he noted repeatedly that Roe had been upheld by planned parenthood v. Casey, describing it as precedent on precedent. When I asked him would it be sufficient to overturn a long-established precedent if five current justices believed it was wrongly decided, he emphatically said no." This gives opinions given on Kavanaugh a turn as this proves Kavanaugh is not against abortion and will not seek out at full extent to ban a women's right.
