Curly hair is a normal trait in many dogs including water dogs, terriers, spaniels and poodles. Poodles hair does not even shed and unless cut will continue to grow forever.

The effected protein is keratin71 for curly hair. Keratin71 is made only in the tiny hair follicles. These proteins normally link together to form a sort of web inside cells. This web supports the curly hair structure.

The two base substitution in the keratin71 gene changes a single amino acid. This amino acid makes a remarkably different change in the shape of the protein. The keratin proteins in the hair are not strong enough to link together which would make them straight. This causes the hair to curl.

We see many examples of this in other animals. Vertebrates have many different types of keratin. The proteins build hair, nail and skin. They also build scales, feathers, shells, beaks and claws. Mice that are missing their keratin71 have curled whiskers and kinked fur. They also are missing patches of fur sometimes. When it occurs in people, they have wool-like and easily lose-able hair.

Variation, Mutation or Both?

This is considered a variation. This is because there are no health problems associated with it and may even be beneficial to dogs when retrieving things from the water. Likely also effected by variation is differences in human hair follicle keratin.
