Empiricism states that sensory experience is our only sources of information about the world. According to Schlick and Uumbler, "a statement is meaningful if and only if it can be proved true or false, at least in principle, by means of the experience- this assertion is called the verifiability principle" (M. Schlick, & Uumlber p.4, 1934).  For example,  the statement "creating a fun environment for learning" cannot be scientifically tested. Positivism has made its way into the No Child Left Behind initiative where funding is only to support ‘scientifically based research’ (Matthews, 2004).
