Ask Tommy to meet with me and discuss the topic of the paper to see if he knows the content to decide if it is a knowledge issue or skills issue.

Sigh heavily, and then hopefully fight the urge to do the simple thing. I hope I would contact the student for a conversation first that would start with asking questions about how the person wrote the paper and about the content.

Request a meeting with student to discuss the paper. I will walk through the paper with him using Turnitin which all students are encouraged to use as a tool from the beginning of the semester. Then discuss what can be done to make it a successful paper. Set up a timeline for resubmission.
