The recent renaming of PRD from PLRD on 1 June 2025 was a significant milestone in our organisational journey. “PLRD” had been our name for around 13 years since our formation in 2012, and would have resonated with most officers in SPF. What are DC Ops’ thoughts about our recent department’s name change, and the general sensing from the other SPF units in terms of how they would relate to this change?

As part of our Transformation initiatives to further develop our people, we have been upgrading the estabs of our civilian officers doing regulatory work (to MX12 and MX11), providing a Route of Advancement (from ARO to RO to OC), and developing competency framework to equip our officers with skillsets to take on higher value work. While such initiatives are attractive on paper, how could PRD further attract and retain the right people willing to do regulatory work through both external market recruitment and internal SPF/MHA posting cycle for civilians.

While the Progressive Wage Model under the Security Industry Transformation Map has successfully raised standards in the private security industry, PRD continues to receive numerous appeals from security officers who do not meet basic licensing requirements. To shift our resources towards strengthening compliance monitoring and enforcement, would DC(Ops) support PRD in implementing a more stringent 'no appeal' policy for rejected applications, similar to TP’s stance on appeals?

As PLRD continues with its current transformation plans, how does DC Ops suggest we balance implementing new changes while making sure existing changes are working well? How can we maintain this momentum without risking transformation fatigue among our officers?

SPF Senior Management have been emphasising the use of emerging technologies such as AI to increase productivity and to streamline our work. However, there is a big gap in knowledge and skillsets in proper application to real-life work and a heavy dependence on external consultant. Are there any plans to bridge this gap and to have this niche capabilities residing within the department since the focus now is very much technology driven?

As the private security industry undergoes digital transformation with AI-powered video analytics, automated access systems, and remote monitoring capabilities reducing the need for physical security officers, how should PRD's Security Industry Division evolve its regulatory approach? Specifically, should we pivot from traditional manpower-focused licensing to become a technology-oriented regulator that oversees integrated security solutions, including the certification of security systems, remote monitoring protocols, and hybrid human-tech security deployments? If so, will this overlap the regulatory roles of other agency such as Cybersecurity Agency?

Mandatory Block Leave (MBL) was implemented as a control measure to detect work irregularities and prevent fraud through mandatory consecutive leave periods. Officers are currently required to take 5 consecutive days of MBL annually, which is deducted from our vacation leave entitlement. As the 5-day MBL represents a significant portion of officers' annual leave balance (23-28% for those with 18-21 days of total leave), a suggestion could be to consider separating MBL from the standard vacation leave entitlement, as MBL serves an organisational control purpose rather than providing the officer with personal time off. What is DC(Ops)’s view on the possibility of reviewing the current MBL requirements?
