Task1:

Allah (SWT) implemented a three stage rehabilitation program for the general public. Whilst modern rehabilitation methods recommend a 12 step program, the three step program, (first by claiming that there is sin in khamr despite utility, second by prohibiting drinking near the times of prayer and lastly by prohibiting it altogether) is proven to be more efficient. This is because it allowed people that were already addicted to first lower consumption, then completely stop consumption during certain times of the day and lastly to stop consumption altogether.

Task Two:
Khamr is prohibited because of its ability to cloud judgement. When one is under the influence of Khamr, he or she cannot calculate the consequences of their actions or might even fail to comprehend it entirely. Whilst under the influence of Khamr, one might commit zinnah, or even incest or rape. It is the mother of all evils because once you consume it, you don't know what other sins you can commit because you will not be in control.

Khamr is prohibited for Muslims due to its ability to distort our judgements on whats right and wrong. When someone is drunk they cannot foresee the consequences of their actions making them more prone to haraam actions including zinnah, incest or rape. There are also other moral consequences related to drinking.

The reason  Khamr is called "The mother of all Evils" is because alcohol leads to many other grave sins. Continual or large scale use of alcohol has a bad effect on most people's lives. The high rates of incest in the European countries are due to the large consumption of alcohol in those countries.
