I think Orwell's claim was that the people of Burma had peer pressured him into doing something he had no intention of doing, also about how selfish and cruel the people were. The people treated him poorly solely based on his occupation, thinking he was really nothing. But then when the elephant comes, they seem in need of his help. They were more focused on the rifle and him killing the elephant for the meat more than the actual damage the elephant was doing. He uses ethos throughout his story of him telling his experiences, and what he had done during this time.  He uses pathos when he shoots the elephant, as everyone was right behind him wanting him to shoot it. In the story Oliver is a man who had been hearing stories of a elephant killing people but he didn't believe it, until he saw one of his victims so he went and found it to see if it was frenzied and when it wasn't he didn't want to kill it but a huge group had followed him to watch him ill the elephant. 
Pathos: When he shoot the elephant knowing all the people wanted him to.
Logos: He uses how all Sahibs are known for making natives happy
Ethos: he describes him killing the elephant and how he had to do it

Orwell's claim relates to just because others want you to do something doesn't mean you should/ doesn't mean its right. 

I feel that the people of Burma were brutal and did not care about the elephant and they only cared about themselves. 

The author uses ethos in the beginning of the  piece when he tells the audience about himself. 

I think he used pathos when he shot the elephant. We could tell that he did not want to shoot it. 

He used logos when he talks about his knowledge of the people.
