         <title>An Updated Background Check System Will Help Prevent Gun Violence (Reviewed by Ruth)</title>

Web. 4 Dec. 2014.</p><p><b>Summary:</b></p><p>Guns have long since been an issue in America, with many shootings occurring throughout our history. Clearly, our gun system is broken. Records have been left incomplete, and there are loopholes that make it possible for almost anybody to acquire a gun. Changes must be implemented to correct the currently corrupt system. Some of these changes include getting all the names of people who should be prohibited from buying a gun in the background check system, and closing loopholes in the purchasing process by updating the background check system.</p><p><b>Facts and Figures:</b></p><ul><li><span style="font-size: 12.7272720336914px;">In 1968, assassins gunned down Martin Luther King, Jr. and Robert F. Kennedy. In the wake of that double tragedy, Congress passed the first federal laws to limit access to guns</span><br></li><li><span style="font-size: 12.7272720336914px;">The Columbine [Colorado, April 20, 1999] killers got around the system by using guns bought at a gun show from an unlicensed seller: no paperwork, no questions asked.</span><br></li><li><span style="font-size: 12.7272720336914px;">At Virginia Tech [Virginia, April 16, 2007], a killer got a gun he should have been prohibited from buying because his records were never reported to the FBI's gun background check system.</span><br></li><li><span style="font-size: 12.7272720336914px;">The shooter in Tucson [Arizona, January 8, 2011] also got a gun he should have been prohibited from buying because his records weren't in the database—and then got a second gun because lax federal regulations frustrated the intent of the law.</span><br></li><li><span style="font-size: 12.7272720336914px;">Every day, 34 Americans are murdered with guns, and most of them are possessed illegally. She addresses documents like  English Assize of Arms of 1181 created with the militia which permitted gun control in self defense but forbade it from being used to just terrify others. She also brings up the Bill of Rights and how it deals with the issue. She also goes into the more modern laws and regulations of Gun control. She gives major arguments for and against gun control and how you can justify either side. She closes out her article with the topic of Gun control and it being a public health issue.</p><p><b>Facts and Figures:</b></p><ul><li> "The modern debate over <a href="#">gun control</a> erupted after a series of high-profile assassinations in the 1960s and gained new urgency after gun-related violence rose in the 1980s and 1990s.          <description><![CDATA[<p><b>Summary</b></p><p>Sandy Hook, while tragic, was unfortunately only "popular" for a short period of time and seemed to spark the gun control debate for only a short period of time before people were distracted by the Boston massacre a few months later. Americans get incredibly defensive about their second amendment right, and the threat of gun laws becoming stricter outrages the majority of families that keep guns around the house. The right to bear arms is in the constitution and should not be taken away. Making stricter gun laws would have no impact on deaths, because killers will kill, no matter what the weapon is. The gun control law argument is supported by only emotion, and is still promoted, no matter how many times they are proved wrong.          <description><![CDATA[<p><b>Summary</b></p><p>Gun-free zones are not necessarily safe-zones. Students should be allowed to carry guns on college campuses to be able to defend themselves. The mass murder that occurred at Virginia Tech in April of 2007 might not have been so cataclysmic if students had had the means to defend themselves/fight back against the shooter. "College campuses represent one of the final frontiers in the fight for concealed carry." "Students are deluded into thinking that they are safer when disarmed." Educational activities such as concealed carry classes, gun safety lessons or other firearms training are held at some schools. Students are supposedly responsible enough to wield a weapon on campus. </p><p><b>Facts and Figures</b></p><ul><li><span style="font-size: 12.7272720336914px;">Arizona, South Carolina, and Georgia passed laws allowing at least guns to be kept in parked cars on campus </span><br></li><li><span style="font-size: 12.7272720336914px;">25 states ban guns on college campuses, eight of them leave it to universities to set their rules, and some states don't address the issue at all, which sometimes creates legal gray areas</span><br></li><li><span style="font-size: 12.7272720336914px;">Students for Concealed Carry on Campus (SCCC), a group formed in direct response to the Virginia Tech shooting, has over 40,000 members </span><br></li><li><span style="font-size: 12.7272720336914px;">in 2003, Colorado State University (CSU) chose to comply with the law and allow concealed carry on campus. Though certainly there are other factors at play, the school's crime rate has steadily declined ever since, dropping from 800 crimes in 2002 to 200 in 2008. Web. 4 Dec. 2014.</p><p><b>Summary:</b> In this article, Tucille, J.D. from the Reason Foundation talks about Colorado Legislatures and their tight laws on firearms they have enforced. The amount of paperwork associated with the laws grew tremendously. With the facts the author presents she argues that the people of Colorado who owned guns simply ignored all these laws the legislatures making because of Colorado having no formal gun registration.</p><p><b>Facts and Figures: </b>-"Lawmakers estimated that 420,000 transactions would pass through the system over the first two years"</p><ul><li>"$3 million in increased user fees to fund the paperwork. Instead, after a year in operation, officials had performed only about 13,600 reviews."</li></ul><ul><li>"The 13,600 figure includes gun show sales, which were previously required and 
not part of the expected flood of checks on private transfers."</li></ul><ul><li>-"Lawmakers' forecasts were based on a National Institute of Justice guesstimate 
that 40 percent of gun transfers are between private parties. Nobody knows

There are many concerns about having guns on campus, especially with past incidents.</p><p><b>Facts and Figures:</b></p><ul><li><span style="font-size: 12.7272720336914px;">Currently, 26 states plus the District of Columbia ban concealed weapons on college and university property. Twenty-three states allow individual campuses to decide. Only Utah allows guns on the campuses at public institutions; the state allows private institutions to set their </span><span style="font-size: 12.7272720336914px;">own policies.</span></li><li><span style="font-size: 12.7272720336914px;">George Mason has 30,000 students enrolled ranging from age 16 to senior citizens, that more than 350 incoming freshman would be under 18, that elementary and high school students attend summer camps on campus, and that children attend an on-campus preschool.... Parents expect their students to be taken care of in a safe environment with little risk</span><br></li><li><span style="font-size: 12.7272720336914px;">In the underlying case, a student-interest group sued the university alleging that its weapons control policy violated Colorado's Concealed Carry Act (CCA) and the right to bear arms in self-defense under the Colorado Constitution.</span><br></li><li><span style="font-size: 12.7272720336914px;">In response to the Virginia Tech shooting, the U.S. Secret Service, Department of Education, and F.B.I. studied violence at institutions of higher education. As part of this study, 272 incidents of targeted violence were identified through a comprehensive search of open-source reports from 1900 to 2008. The incidents include various forms of targeted violence, ranging from domestic violence to mass murder. Most incidents occurred during the 1990s and 2000s. Across these 272 incidents, the perpetrators killed 281 people and injured 247 more. The perpetrators used guns 54% of the time, knives or bladed instruments 21% of the time, and a combination of weapons 10% of the time.          <description><![CDATA[<p><b>Summary</b></p><p>Obama passed a law in 2009 declaring that in National and State Parks, the laws about carrying weapons will be the same as those in the host state. (So, in Colorado, for example, anybody with a valid concealed carry permit can possess a weapon in Rocky Mountain National Park). There was a lot of backlash to the law by the general public from people that claimed they wouldn't feel safe if people could carry weapons in parks. People claimed that it is impossible to use a gun in self-defense without incredibly fast reflexes and a fair amount of adrenaline, as the attacker always has an element of surprise and, therefore, the upper hand. There is "irrational fear of guns" and that it is a legitimate phobia--the chances of running into someone with a concealed weapon in a National Park are the same as running into someone with a concealed weapon walking down the street. (The article goes on to make fun of the fear of guns, sarcastically instructing the reader which places to avoid if they are a "hoplophobe".</p><p><b>Citation </b></p><p>Kopel, David.          <description><![CDATA[<p><b>Summary</b></p><p>As predicted, non-gun owners are more in favor of the assault weapon ban renewed, however, the majority of gun owners wouldn't seem to mind the strengthening of the ban. Between seventy and ninety percent of all people surveyed believe there should be a 21 year-old minimum to purchase a weapon. Kates argues for gun ownership by referencing the second amendment to prove his point.  Kates explains his view on "collective rights" and claims to use it for the second amendment is an "oxymoron."  he also argues the point how the militia/ military should not be the only group of people to have the "right to bear arms" when there are people who are just as experienced or even more experienced than the people in the militia/military. Kates goes into a detailed description of his theory of the second amendment to fully get his point across. Overall this article is the viewpoint of a person for gun control, who persuasively makes his argument come across well.</p><p><b>Facts and Figures</b>: <br></p><ul><li>"The Second Amendment was not the product of some devotee of states' rights and powers vis-à-vis [in regard to] the federal government. It was authored by James Madison who was so extreme an advocate of federal power vis-à-vis the states that he deemed the Constitutional Convention a failure because it rejected his proposal for a federal veto power over all state legislation."</li><li>"Since 1980 almost 200 law review articles have discussed the Second Amendment. Upwards of 175 of those 200 endorse the individual right to arms."</li><li>"The amendment uses the phrase 'right of the people,' which everywhere else in the Constitution denotes individual rights; the amendment does not use words like 'powers' or 'authority,' which is how government powers are described everywhere else throughout the Constitution"</li><li>"Under current military practice, soldiers serve unarmed. On base they don't have either their own arms or military arms. When committed to a combat zone, they are issued particular weapons which the Army deems suitable to duties it assigns them. Soldiers do not get to possess 
personal arms.          <description><![CDATA[<p>Summary </p><p>Since 2003 in states that allowed concealed carry, violent crime rates have been lower than they have been since the mid 1970's. Concealed carry promotes the decrease of overall crime rate and offers peace of mind to those who choose to arm themselves. </p><p>Facts and Figures</p><ul><li><span style="font-size: 13px;">In research sponsored by the U.S. Department of Justice, in which almost 2,000 felons were interviewed, 34% of convicted felons said that they were "shot at, wounded, scared off, or detained by" an armed person and 40% of those interviewed said that they were deterred from committing a crime out of fear that the person was potentially armed. </span><br></li><li><span style="font-size: 13px;">Statistics from the FBI's Uniformed Crime Report of 2007 show that states with right-to-carry laws have a 30% lower&nbsp;homicide rate, 46% lower&nbsp;robbery, and 12% lower aggravated assault rate and a 22% lower overall violent crime rate than do states without such laws. <br></span></li><li><span style="font-size: 13px;">Nearly 8,000 of our fellow citizens have died between 1992 and 1996 because of the irrational fear that law-abiding Americans would abuse their right to self defense.<br></span></li><li><span style="font-size: 13px;">Two-thirds of Americans live in states with right-to-carry laws</span></li></ul><div><b>Citation</b></div><div>Stearns, Cliff.          <description><![CDATA[<p>Summary</p><p>The availability of firearms in the United States increases the risk of suicide for several reasons. First, suicide is usually impulsive, and if a gun is readily available, it is easier to carry out the act. Many suicidal crises are self-limiting, meaning they may be brought on by a loss of a job, a break up of a romantic relationship, or a run-in with the police. Guns are common in the U.S. and are lethal. A suicide attempt with a gun rarely affords a second chance. </p><p>Facts and Figures</p><ul><li><span style="font-size: 13px;">In 2005, the most recent year for which mortality data are available, suicide was the second leading cause of death among Americans 40 years of age or younger.
