His social contract theory said that a "government should serve and protect all the people in the society. acting only with the 'consent of the governed'" which influenced the constitution. He thinks that if you take government, laws, and technology then you would have regular humans. They would have to be smart enough to see other humans as a threat and have to make the choice to go to war, and they would make that choice without a government. In contrast, Hobbes believed that without a central government people could not survive and would act like animals, going to war with other humans constantly.
