Adapting/Exploiting material

We don't have a CLA licence, so we cannot bring any published materials into the classroom that are not our own. We encourage teachers to play with the materials we have developed, and to adapt them to their learners' needs. We run a minimum of one CPD session on how to do this, plus all lessons have a minimum of 4 tips on differentiation. Our teachers find using these materials extremely difficult, as they are used to using specific textbooks and they find it very difficult to let go. We can offer more CPD sessions, but I feel they'll go in one ear, out the other. How else can we support teachers when it comes to materials expoitation?
