It stated that Missouri could be admitted into the Union as a slave state as long as the rest of the Louisiana Territory north of the 36th parallel forever prohibited slavery. Maine was also admitted into the Union as a free state in order for the ratio of free to slave states in Congress to remain balanced.

Due to "manifest destiny" and expansionist beliefs, America wanted Mexican land, and waged war for it. America eventually won, but issues were brought up concerning the new land and whether they would become slave states or not. This lead to rising tensions and complicated the balance of power between free and slave states.
