Initially I thought the answer was 18. That is,
3 + 3 = 6
6 x 3 = 18
18 - 3 = 15
15 + 3 = 18

However, upon reflection, I remembered I had to use BODMAS. Using this principle the answer is 12.

3 + (3 x 3) - 3 + 3
3 + 9 - 3 + 3
Then 3 + 9 + 3 = 15
15 - 3 = 12
