Think about their roles within the organisation

The manager-will need access to everyone's data on the internet to be able to provide jobs and wages. the manager will also need access to all of the resources as he does an overall job off everyone's  job so he needs access to all their resources in-case they need help.

The admin will need access to all the administrating resources as he is gonna be in charge of mainaing the network. the admin will be aloud to access peoples work in-case the lose their work and need to re cover.
