In my opinion, I agree of this statement although it still has some drawbacks.

On the one hand, the country will gain some positive developments by some certain achievements of its overseas students. If these gifted students have a chance to get access to a better educational environment, they will approach various brand-new and valuable know-hows which do not appear in their country so that their horizons can be broadened. Furthermore, unlike others who just enjoy their learning journey within the border and absorb familiar knowledge, those who study abroad will enrich the national treasure of wisdom with alien insights from a wide range of cultures, which directly benefits the future of the country. Thus, investing in clever learners in order to send them to foreign countries is a ubiquitous choice of many nations with a view to develope their nations.

On the other hand,  the potential scholars after studying abroad decide to not come back to their country, which causes a considerable loss for the nation on the aspects of professional individuals. For instance, just three of about twenty champions of the Road to Olympia contest in Vietnam are reported to not reside in Australia after obtaining a scholarship to study in this country. This can be cited as a notable example for the human capital flight phenomenon in which prospective overseas learners emigrate to more developed countries.
