Blended learning is "about transforming instructional design to maximize teacher time." Another way I think about this is the old adage the "teacher shouldn't be doing all the work." Tech, in this sense, helps students do more self guided work, which in turn can maximize the benefits of teacher time. Say, students do a self-guided stations activity and then teacher time becomes discussing the results as opposed to just giving directions.

Through these systems, students are able to gather their own thoughts on a topic, share them with their classmates, and discuss any questions or misconceptions with the teacher. In this way the teacher is able to focus on smaller groups while the rest of the class continues to work independently once they understand the topic.
