Politically, when those who aspires to, or control political processes, systems and institutions lack the will to strengthen political institutions, systems and process to be independent, fair, inclusive and just, corruption in its varied forms pervade the political system. 

Economically, when those who aspire to, or control economic resources fail to promote inclusive economic growth but bent on widen the income gap between them and the poor, then corruption becomes a convenient tool to both the rich and the poor, for the rich to amass more wealth, for the poor to use inappropriate roots to lift themselves out of poverty. 

Socially and culturally, when, because of long standing practices among different facets of a society, people have become accustomed to dealing with societal issues and interactions in certain ways, those ways become part of an acceptable culture of a people.  

On the governance level, when institutions of governance are weakened, rules, procedures and systems on transparency, accountability and rule of law become useless and sidestepped anyhow, especially by those who control political and economic resources. 

The impacts of all the above structural failures affect the poor and most vulnerable in society.
