This means a student's score will fall on a bell curve, and percentiles are generally used to gauge how a student compares to the rest of the student body. For example, a score of  20/100 may be the mean, and since that's the mean, the student is in the 50th percentile, meaning the student did better than half the students who took the test. however, 20/100 is not generally seen as a good score.
