In one sense, it was the Spartan Constitution, believed to have been formulated and established by the legendary lawgiver, Lycurgus. Plutarch records the text, known as the Great Rhetra, that Lykourgos obtained from Apollo's oracle at Delphi. "Lykourgos was so eager for this arche that he obtained an oracle from delphi about it,e which thy call a Rhetra".

The Great Rhetra is believed to have been received from Lycurgus, who gained it from the Delphic Oracle. The Great Rhetra are the laws that Sparta has based her constitution off. The Great Rhetra set the foundation of the Spartan political system - introducing the idea of two kings and a council of elders (Gerousia) holding power. Ancient Sources suggest that the Rhetra was never written down or documented, although many modern historians refute or few believe the claim. Plutarch states that Lycurgus later introduced land reforms under which Kleros was shared out equally among citizens.
