Both the French and the Spanish ruled the city&nbsp;<br><br>Cultural: the cultural factors were also affected by the immigrants form Europe and&nbsp; Africa. MARDI GRAS Was a celebration present in New Orleans. So the cultural society is stablish by both whites and Blacks.&nbsp;<br><br>Financial context: New Orleans has always been primarily a commercial centre because of their port. Also the manufacturing plays a second role.&nbsp; Also New Orleans is a major industrial area.<br><br>&nbsp;Political: corruption is no longer an issue in city politics, and Blacks have become more politically articulate since they emerged as the majority of the city’s population. increase in voter registration among African Americans, and Black political groups now play an effective role in municipal politics</div>]]></description>
