Japan has a very declining population it has lots of old people and very few young people. It has also been declining because of diseases and pandemics. The government is trying to grow by giving people 7,500 for babies. Tokyo is overpopulated but the rest of Japan is underpopulated. For the families to receive the money they have to move out of Tokyo. If you move out before 5 years you have to return the cash. Another reason is because the birth rate is very low at 1.3 babies per woman. The need a 2.1 for the country to be stable.
