America's first constitution, the Articles of Confederation, was a failure due to it's many weaknesses. George Washington was elected leader of the Constitutional Convention. The large states felt representation should be based on a states population this was called the Virginia Plan. The small states felt that each state should have the same number of representatives. To solve this problem, they decided on The Great Compromise. This compromise divided congress into two houses, Senate & House of Representatives. The senate was a house where each state had exactly two representatives, no less, no more. The House of Representatives was the second house where the number of representatives is based on a state's population. Since slavery in the south was very popular, the South wanted to count its slaves as a part of the population so they would get more people in the House of Representatives. The North wanted slaves to be counted for taxes instead of representation. To solve this conflict the 3/5 Compromise was created.
