his rebirth was a bit confusing, the whole miniseries (Reborn) alternates between present and past, so I'll explain what I understood. You must know how he died, right? the Crossed Bones shoots him, and then Sharon, controlled by a brainwashing by Prof. Zola and Dr. Faustus, give the shots that kill him.
Except that the shots she gives do not kill the Captain, she wears a weapon that makes Steve's "spirit" go wandering in space. jumping about 3 issues of the miniseries, he "resuscitates" when the robotic body of the Red Skull is placed on a machine (apparently created by Dr. Destiny) that pulls the essence of Steve into the present, bringing his body and mind back, but with the skull consciousness under the control of the body. After the Captain finds the Skull in his "sub conscious" and fights with him for control of the body, the Captain's spirit manages to expel the Skull back to his robotic body, and Steve takes control of his body, and thus resuscitates.
He is not immortal, but his cells heal faster than normal because of supersoldate's serum and age more slowly. It's not even a healing factor, but it's around.
