The author of the Document D is Mabel Walker Willebrandt. She was the Deputy U.S. Attorney General for Prohibition. She was the one to administrate cases that violated the Volstead Act. 
When she found out that congressmen and senators were violating the laws they've implemented she became upset and hungry for justice. Americans became angry and found it unfair that they have been respecting the Volstead Act this whole time. They were starting to believe themselves shouldn't follow the amendment since the once who implemented the law weren't following it themselves.

Mable Walker Willebrandt is most rattled about the hypocrisy of the congress and senators. They are implementing  laws and prosecuting alcohol users who break the Volstead Act.
