The solution would start with determinibg the cause of the absence and finding ways to mitigate. An example might be putting a favorite class or classmate first hour to motivate students to school. A solution could be prioritizing students time when they are in the building, putting emphasis on motivators for attending more as well as what carries leverage academically.
