The billboard means that America has a very nice way of life and that people living there have nice things and don't have to worry about things like getting food. 
The people in line do not match with the Billboard. The billboard shows what America was in the ‘Roaring 20’s’ and was probably put up while everything was good. The people are in line for food and/or jobs for the billboard was left up even though the Great Depression had begun. In conclusion, it’s doesn’t match. 

*I would also like to add most people in the line are African-American.
