The goal of instruction is 50/50 majority and minority language, but they may start out with a higher percentage on the home language, such as 90/10. This program promotes multicultural learning as well. For this reason, it is a weak bilingual program. It does not have a goal for bilingualism or biliteracy. Instead, home language support is simply used as a tool to aid English acquisition. In this way, this program might be seen as subtractive. The video very carefully states that instruction 'may' begin at 60% in the home language and 40% in English, and slowly become 100% English.
